กรมปศุสัตว์ร่วมกับกรมควบคุมโรค มหาวิทยาลัยเกษตรศาสตร์ มหาวิทยาลัยมหิดล สถานเสาวภา สภากาชาดไทย กรุงเทพมหานคร คณะแพทยศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย และหน่วยงานภาคีร่วม ได้แก่ กรมส่งเสริมการปกครองท้องถิ่น กรมประชาสัมพันธ์ คณะสัตวแพทย์ จุฬาลงกรณ์มหาวิทยาลัย สัตวแพทยสภา สมาคมสัตวแพทย์ผู้ประกอบการบําบัดโรคสัตว์ สัตวแพทยสมาคมแห่งประเทศไทย ในพระบรมราชูปถัมภ์ สํานักตรวจราชการสํานักปลัดนายกรัฐมนตรี ได้จัดกิจกรรมวันป้องกัน โรคพิษสุนัขบ้าโลก (World Rabies Day 2020) ขึ้นในวันที่ 28 กันยายน 2563 นี้ ณ โรงแรมพูลแมน คิงเพาเวอร์ กรุงเทพมหานคร โดยมี ดร.เฉลิมชัย ศรีอ่อน รัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ เป็นประธานเปิดงาน
Department of Livestock Development, in corporation with the government and private sector network, organized the activities on World Rabies Day 2020. Department of Livestock Development collaborated with Department of Disease Control, KasetsartUniversity, Mahidol University, Queen Saovabha Memorial Institute, the Thai Red Cross Society, Bangkok Metropolitan Administration, Faculty of Medicine, Chulalongkorn University, and the associated organizations, including Department of Local Administration, Public Relations Department, Faculty of Veterinary Science, Chulalongkorn University, Veterinary Council, The Veterinary Practitioner Association of Thailand, The Thai Veterinary Medical Association Under Royal Patronage, Bureau of Inspection, Office of the Permanent Secretary in organizing World Rabies Day 2020 on 28 September 2020 at Pullman Bangkok King Power Hotel, presided over by Dr. Chalermchai Srion, Minister of Agriculture and Cooperatives.
ดร.เฉลิมชัย ศรีอ่อน รัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ กล่าวว่า โรคพิษสุนัขบ้าเป็นโรคติดต่อระหว่างสัตว์ และคนที่เป็นอันตรายถึงชีวิตต่อสัตว์เลี้ยงลูกด้วยน้ำนมทุกชนิด การกระตุ้นจิตสํานึกประชาชนในการพาสัตว์เลี้ยงไปฉีดวัคซีนป้องกัน โรคพิษสุนัขบ้า และการควบคุมปริมาณสุนัขและแมวถือเป็นเรื่องที่สําคัญเป็นอย่างยิ่งในการจํากัดปริมาณสัตว์ที่มีความเสี่ยงติดเชื้อ ในพื้นที่ ซึ่งเป็นส่วนหนึ่งในการกําจัดโรคพิษสุนัขบ้าให้หมดไปจากประเทศไทย และการดําเนินงานตามโครงการสัตว์ปลอดโรค คนปลอดภัยจากโรคพิษสุนัขบ้า ตามพระปณิธานฯ นั้น พบว่า สถานการณ์โรคพิษสุนัขบ้าลดลงเป็นอย่างมาก การจัดกิจกรรม วันป้องกันโรคพิษสุนัขบ้าโลก จึงเป็นสิ่งที่จะช่วยในการประชาสัมพันธ์ เผยแพร่องค์ความรู้ไปสู่ประชาชนทั่วไปให้รู้ถึงภัยอันตรายของ โรคพิษสุนัขบ้า และการป้องกันตนเองและสัตว์เลี้ยงจากการติดโรค และเป็นส่วนหนึ่งของกิจกรรมรณรงค์การป้องกันโรคพิษสุนัขบ้า ซึ่งองค์กรเพื่อการควบคุมโรคพิษสุนัขบ้า (Global Alliance for Rabies Control) ได้ส่งเสริมให้มีการจัดกิจกรรมพร้อมกันทั่วโลก
Dr. Chalermchai Srion, Minister of Agriculture and Cooperatives, stated that Rabies can be infected between animals and humans, and it can be life-threatening for all kinds of mammals. Raising the public awareness of the importance of rabiesvaccinations for pets and the control of dog and cat populations are necessary for limiting the number of animals which are at risk of infection in the area, which is part of the attempts to eliminate rabies from Thailand. According to the performance of Disease-free Animals and Rabies-free Humans Project under the Royal Initiatives, it was found that the severity of rabies has been sharply decreasing. The event held on World Rabies Day 2020 was an effective method to promote and disseminate the knowledge of rabies to ensure that the public is aware of the danger of rabies and knows how to prevent themselves and their pets from getting infected. This is also part of rabies prevention campaignglobally promoted by Global Alliance for Rabies Control.
ด้านนายสัตวแพทย์สรวิศ ธานีโต อธิบดีกรมปศุสัตว์ กล่าวว่า ในปีนี้กรมปศุสัตว์รับเกียรติให้เป็นเป็นเจ้าภาพจัดงาน วันป้องกันโรคพิษสุนัขบ้าโลก(World Rabies Day 2020) ภายใต้หัวข้อ “END RABIES COLLABORATE VACCINATE” “สังคมร่วมใจ ประเทศไทยปลอดพิษสุนัขบ้า ร่วมกันพาสัตว์เลี้ยงไปฉีดวัคซีน” โดยมีวัตถุประสงค์ เพื่อเป็นการกระตุ้น ปลูกจิตสํานึกของประชาชน ให้ป้องกันตนเอง และลดความเสี่ยงต่อการติดเชื้อโรคพิษสุนัขบ้า และสร้างความรับผิดชอบต่อสัตว์เลี้ยง วันป้องกันโรคพิษสุนัขบ้าโลก ในวันนี้ มีกิจกรรม เสวนาให้ความรู้ในด้านการควบคุมป้องกันโรคพิษสุนัขบ้า การนําเสนอผลงานนวัตกรรมการป้องกันและควบคุม โรคพิษสุนัขบ้าในโครงการสัตว์ปลอดโรค คนปลอดภัยจากโรคพิษสุนัขบ้าฯ การตอบคําถามไขข้อข้องใจในเรื่องของการเลี้ยงสัตว์และ การป้องกันโรค โดยดาราพิธีกรชื่อดัง พร้อมกับการประกาศผลรางวัลผู้ที่เข้าร่วมกิจกรรมออนไลน์ รางวัลทุนการศึกษาจากการประกวด คลิปวิดีโอของนักศึกษาระดับอุดมศึกษา กิจกรรมทั้งหมดนี้เพื่อให้ความรู้เกี่ยวกับโรคพิษสุนัขบ้าอย่างครบถ้วนแก่ประชาชน เพื่อให้เกิด ความตระหนักถึงภัยอันตรายที่เกิดจากโรคพิษสุนัขบ้า
Dr. Sorawit Thanito, DVM., Director-General of Department of Livestock Development mentioned that this year Department of Livestock Development was honored to host the World Rabies Day 2020event under the title “END RABIES COLLABORATE VACCINATE” with the aim of encouraging and raising the public awareness of self-prevention and reduction of rabies infection by being responsible for their pet vaccinations. On the World Rabies Day 2020, there were activities and discussions on knowledge of rabies control and prevention, presentation of rabies preventive and control innovations in Disease-free Animals and Rabies-free Humans Project, Q&A about pets and disease control conducted by famous MCs. In addition, there were announcements of the winners of online activities awards, scholarship granted to the winners of undergraduate students’ video contest. All of these activities were for providing extensive knowledge of rabies to the public to raise their awareness of the danger caused by rabies.
อธิบดีกรมปศุสัตว์ กล่าวเพิ่มเติมว่า การดําเนินงานของกรมปศุสัตว์จะมุ่งเน้นการควบคุม ป้องกันโรคพิษสุนัขบ้าในสัตว์ ซึ่งในปี 2563 พบโรคพิษสุนัขบ้าในสัตว์จํานวน 179 ตัวอย่าง คิดเป็นร้อยละ 2.90 ของตัวอย่างทั้งหมด 6,176 ตัวอย่าง จากข้อมูล Thairabies.net พบว่าสถานการณ์การเกิดโรคในสัตว์ย้อนหลังสามปีพบว่าลดลงอย่างต่อเนื่อง กรมปศุสัตว์มีเป้าหมายสําคัญคือ สร้าง พื้นที่ปลอดโรคพิษสุนัขบ้าทั่วประเทศ ซึ่งปัจจุบันมีจังหวัดที่สามารถสร้างพื้นที่ปลอดโรคได้ทั้งหมด 23 จังหวัด ทั้งนี้ ยังดําเนินโครงการ ต่าง ๆ ที่มีความเชื่อมโยงกับการควบคุมโรคพิษสุนัขบ้า อาทิ โครงการปศุสัตว์ร่วมใจกําจัดภัยโรคพิษสุนัขบ้า เพื่อเฉลิมพระเกียรติ ศาสตราจารย์ ดร.สมเด็จเจ้าฟ้าฯ กรมพระศรีสวางควัฒน วรขัตติยราชนารี โดยโครงการนี้จะช่วยลดจํานวนประชากรสุนัข-แมวที่มีเจ้าของและไม่มีเจ้าของในประเทศไทย โครงการสัตวแพทย์ไทยมุ่งมั่นร่วมใจป้องกันภัยจากโรคพิษสุนัขบ้า เนื่องใน World Rabies Day 2020 เป็นโครงการที่ร่วมมือกับสถานพยาบาลสัตว์เอกชน เพื่อให้ความรู้และให้บริการการฉีดวัคซีนป้องกันโรคพิษสุนัขบ้าแก่สัตว์ เลี้ยง ซึ่งเป็นหนึ่งในการสร้างความสัมพันธ์ ความร่วมมือกันระหว่างเครือข่ายโรคพิษสุนัขบ้า ทั้งภาครัฐ องค์กรต่าง ๆ และประชาชน อีกทั้ง ส่วนภูมิภาค กรมปศุสัตว์ได้ประสานความร่วมมือให้แต่ละจังหวัดจัดกิจกรรมออกหน่วยทําหมันและฉีดวัคซีนในพื้นที่ขึ้นในเดือน กันยายน 2563 เพื่อให้บริการประชาชนตามความเหมาะสมและประชาสัมพันธ์ปลูกจิตสํานึกให้ประชาชนได้ตระหนักถึง ภัยอันตรายที่ เกิดขึ้นจากโรคพิษสุนัขบ้า ความสําคัญในการควบคุม ป้องกันโรคพิษสุนัขบ้า และให้ความร่วมมือกับหน่วยงานภาครัฐในการป้องกัน และควบคุมโรคพิษสุนัขบ้าในทุกพื้นที่ต่อไป
Director-General of Department of Livestock Development added that Department of Livestock Development has focused on control and prevention of rabies in animals. In 2020, 179 animal subjects were found infected with rabies, which accounted for 2.90 percent of the total 6,176subjects. Based on the data from Thairabies.net, it was suggested that the animal diseases severity in the past three years has been continuously decreasing. The main goal of Department of Livestock Development was to create the rabies-free areas around the country, and at present, 23 provinces have successfully created the rabies-free areas. Moreover, other activities have been conducted in connection with rabies control such as Department of Livestock Development’s Collaboration in Eliminating Rabies to honor Professor Dr. Her Royal Highness Princess Chulabhorn KromPhra Srisavangavadhana. This project is expected to reduce the number of pet and stray dogs and cats in Thailand. Thai Veterinarians’ Collboration in Prevention of Rabies Project on the occasion of World Rabies Day 2020was the collaborative project with private animal clinics and hospitals to provide knowledge and vaccinations to prevent rabies in pets. These projects can create relationships and collaborations between the government and private rabies network as well as the general public. Furthermore, atg the regional level, Department of Livestock Development requested collaboration from each province to provide sterilization and vaccinations to animals in the local communities in September 2020, as well as raising the public awareness of the danger of rabies and importance of rabies control. Additionally, the local people would be asked to collaborate with the government agencies on preventing and controlling rabies in their areas.

In addition, Department of Livestock Development, in cooperation with Veterinary Council, The Veterinary Practitioner Association of Thailand, and The Thai Veterinary Medical Association Under Royal Patronage, issued the manual of practices on rabies for animal clinics and hospitals, as stated by Director-General of Department of Livestock Development.
